A tender is the small boat that carries you ashore where the ship cannot dock. This is the line's responsibility, and the captain has the final call at the platform.
Carnival publishes tender/water-shuttle guidance under accessibility rather than any weight rule. To board a tender a guest must be able to take a few steps and use a collapsible/fold-up wheelchair; motorized wheelchairs and scooters cannot be taken on tenders. Crew are prohibited from carrying guests onto or off tenders. The final decision rests with the ship's captain, based on weather, swell, current, and tide.
